Chinese Hamburger Casserole

1 lb. ground beef
2 T. vegetable oil
2 onions, chopped
1 can cream of mushroom soup
1 can cream of chicken soup
1 1/2 C. warm water
1/2 C. uncooked rice
1/4 C. soy sauce
1/4 t. pepper
1/2 green pepper, chopped
1 can chow mein noodles

Brown meat in oil; add everything except noodles. Bake, covered at 350 for 30 minutes. Uncover and bake 30 minutes more. Put noodles on top and bake 10 minutes.
